What is actually blocking
Nothing further can be built on the engine until these are answered. Everything else is done or unblocked.
- Seniority model. Dual-qualified pilots fly both aircraft inside one quarter, so there is no per-fleet rank to apply to a bid. Bidding needs one company-wide order. Does per-type seniority still govern anything else?
- Slot model. Typed slots (PIC and SIC bid separately) or date-based bidding with the engine pairing. Changes the engine's core loop, so building before this is answered risks a rewrite.
- Bid rank versus seniority. Can a better-ranked choice ever beat a more senior pilot, and by how much?
- Unbid slot. Leave empty and flag, or auto-assign the most junior eligible pilot?
